Greenhouse Gas

Greenhouse gas emissions from state operations increased in 2019, following an increase in 2018. The single greatest driver of increases is from fossil fuel combusted in the state fleet. Particularly, gasoline consumption in the medium-sized fleet vehicles. This year, emissions factors for delivered energies like electricity and District Energy Saint Paul have not improved. To reduce emissions, energy efficiency and alternative fleet fuels are critical. okk

Accomplishments

The Department of Administration installed three additional solar installations at the Capitol Complex for a total of 303 kilowatts DC capacity and expects to avoid 230 metric tons of CO2e per year.Test

The state initiated a feasibility study on large scale solar development at closed landfills. The results of the study are expected in December 2020.Test

Many agencies face conflicting goals with respect to greenhouse gasses. For example, new construction is more energy efficient, but expansion of the Minnesota Veterans Homes will increase emissions.Test

Key Performance Indicators

The Greenhouse Gas focus area accounts for all direct emissions from owned and operated activities ( Scope 1) as well as emissions from the generation of delivered energies (Scope 2). Other emissions are reported but not tallied towards the goal (e.g., commercial air travel). By far, the largest emission source is Purchased Electricity followed by Mobile Combustion emissions from the fleet. ok
